Advisory Board
Ally has extensive strategy and product experience in health services, payer, and tech sectors. She is results-driven and has a history of executing and driving change in complex, fast-paced environments. Strengths include executing on company and team goals, preparing go-to-market strategies, launching new products, developing product roadmap, and fostering cross-functional relationships. She’s held key roles at leading companies like Optum, Bright Health, and TimelyCare. Ally earned her BSB from University of Minnesota’s Carlson School of Management.
Amy Knapp is an accomplished senior health care executive with 40 years of leadership experience in health plans and health insurance companies. Amy has led health payor enterprises across multiple lines of business, products, geographies and models. At the end of 2025 she retired after two years with Harbor Health, an Austin based “payvider” startup where she served as Chief Growth Officer. Prior to that she served three years as National President, Markets for Bright HealthCare. Previously, Amy spent over a decade leading various business units for United Healthcare, managing annual revenues from $2-$15 billion and multi-functional teams of 500 to 2,000 employees. At United Healthcare, she served as National President, Key Accounts; Regional CEO Northeast UHC; Regional CEO Southeast UHC. Prior to UHC, Amy worked at Prudential HealthCare, leading their entry into the Southern California and South Florida markets.
Amy has served on the Board of Directors for health systems (Mt Sinai Medical Center), health plans (Affinity), medical device companies (Myomo), and health tech ventures (WellPass and Smart Health). Advisory engagements have included multiple early-stage ventures in digital health, virtual health, and population health management. Amy’s particular interests are in leadership development and working with early-stage intrapreneurs and entrepreneurs on go-to-market readiness and innovative distribution and partnerships. Amy has also worked in the not-for-profit world of Jazz at Lincoln Center and SF JAZZ. In those roles she developed international partnerships (opening clubs in Doha, Qatar and Shanghai, China) and diversified revenue through innovative partnerships.
Amy holds a BA in Economics from Pomona College, Claremont, California and an MBA from the University of Southern California. She lives in Montclair, New Jersey with her husband Myron Walden.
For over twenty years, Brian has served as an investor and advisor to start-ups and their founders as they expand their innovative concepts into viable businesses, primarily in the healthcare services space. He most recently was part of the founding team of Harbor Health, an integrated care and coverage provider that makes the entire health system work better for consumers so that everyone can achieve optimal health. He previously was part of the original executive team that built Bright Health to a serve 1,000,000 consumers with a more collaborative care delivery and finance system. Brian also served as Chair of the Board of MNsure, Minnesota’s state-based public health insurance exchange for the first two years of its existence when over 500,000 individuals obtained health insurance through MNsure. Prior to that, he was, CEO of mPay Gateway, a venture-banked healthcare software company that has developed financial products and services for healthcare’s payment environment. He led mPay Gateway from a development stage company, through fundraising rounds, to a profitable operating business that was sold in 2013. Prior to mPay Gateway, he spent seven years at UnitedHealth Group. He first served as General Counsel of UnitedHealthcare and then founded UnitedHealth Group’s consumer finance business, chartered Exante Bank (now OptumHealth Bank), and served as its Chair for three years. Prior to UnitedHealth Group he was an executive at Jostens, Inc., serving as General Counsel and Corporate Secretary. Brian began his career in the private practice of law, advising clients on a variety of financing and M&A transactions. Mr. Beutner graduated from the Wharton School of the University of Pennsylvania and the University of Michigan Law School.
Bruce has held senior healthcare leadership positions while effectively navigating the radically changing healthcare industry landscape for more than 50 years. He successfully designed and executed value-creating strategies to capitalize on opportunities unlocked through innovation. Bruce has served in a variety of senior executive roles, including CEO of two health systems, CEO of a multi-specialty group practice, and CEO of a regional health plan, President of Navvis, Partnership Practice Leader for Navigant, and as an officer and senior executive of Aetna’s newly formed payer/provider innovation company, Accountable Care Solutions (ACS), National Clinical HIT Practice Leader for PricewaterhouseCoopers, and a Healthcare Strategy Practice Leader for KPMG/BearingPoint.
Dr. Gilroy delivers actionable insights and effective recommendations for scalable growth to clients, by leveraging diverse experience with providers, health systems, payors and pharmacy. In addition to sharp clinical acumen, and deep understanding of healthcare ecosystems, Dr. Gilroy has developed and fostered organizational development skills, from leading physician executive education programs to transforming clinical teams.
Dr. Gilroy is currently working as a consultant and board advisor to early-stage health technology and health care companies. Prior positions include as Chief Medical Officer at Express Scripts, with responsibility for Clinical Product development, Client Innovation and co-chair of the Evernorth Research Institute, and as Chief Medical Officer of Bright Healthplan.
Dr. Gilroy is an Internal Medicine physician, with a Masters of Science in Public Health and a HRSA sponsored faculty development fellowship in Health Services Research (Real World Evidence), who taught Internal Medicine and Adolescent Medicine and directed and taught the Health Economics and Health Policy curriculum at the University of Colorado for 25 years before moving to industry.
With a passion for transforming healthcare, Christopher Orr brings 15 years of experience in policy, strategy, product, and operations. He has worked with regulators, payers, and providers, cultivating a holistic perspective that helps leadership and cross-functional stakeholders think differently about their business strategy. Christopher has successfully launched and grown multiple organizations, driven innovative product development, built high-performing teams, and designed efficient, scalable operational processes. His advocacy at the Minnesota State Capitol on healthcare issues and his roles at MNsure, the Minnesota Department of Human Services, UnitedHealthcare, and Bright Healthcare underscore his commitment to the industry. Christopher holds his B.A. from Loyola University Chicago and his M.S. in Health Care Communications from the University of St. Thomas, Opus School of Business.
With extensive experience in actuarial and data analytics, David specializes in healthcare data, driving optimal decision-making for organizations and clients. An expert in risk assessment and pricing strategies, he has delivered impactful solutions across healthcare firms like BDC Advisors, Optum, UnitedHealthcare, and Bright Health.
Most recently, David served as a Senior Consultant with BDC Advisors, where he supported clients in leveraging data-driven insights for strategic outcomes. Prior to that, he held actuarial and analytical roles at Optum, UnitedHealthcare, and Bright Health, where he focused on risk assessment, pricing model development, data integrity, and compliance for healthcare analytics, consistently delivering impactful solutions to enhance decision-making and customer experience. David also brings skills in AI models and prompt engineering to complement his analytical expertise.
He earned his Bachelor of Science in Mathematics – Actuarial Science, with a Minor in Business Administration, from Washington State University.

Erica Cook-Shugart
Actuary
With 15 years of actuarial experience, Erica has a strong background in insurance with an analytical focus on pharmaceutical benefits, financial performance, and healthcare economics. She has additional experience in pricing, value-based contracting, reserving, and trend work in both the Commercial and government spaces. She has led teams at a large payer at Blue Cross Blue Shield of Michigan, as well as at a small provider-owned business at Health Alliance Plan. Erica holds a dual degree in Mathematics and Spanish, from Michigan State University and has obtained her FSA from the Society of Actuaries.
Jackie is an accomplished healthcare leader with over 15 years of experience in program management, risk adjustment, and policy development. As the former Director of Program Management for Risk Adjustment at Blue Cross and Blue Shield of Minnesota, she spearheaded initiatives that enhanced healthcare delivery and improved member outcomes across Medicare Advantage, Medicaid, Dual, and ACA populations. Her expertise lies in leveraging data to drive strategic decision-making and fostering cross-functional collaboration among stakeholders to achieve organizational goals. Jackie has held roles in health policy and program development at the U.S. Senate, MN Department of Health, MN Department of Human Services, and MNsure.
Jeremy is a strategic and disruptive healthcare leader with extensive experience in new product development, market expansion, and financial performance optimization across payers and providers. He has built and scaled risk, medical economics, and performance functions that drive measurable improvement across Medicare, Medicaid, dual-eligible, ACA, and self-funded employer populations. He has held senior leadership roles at organizations including XO Health, Senior Whole Health (acquired by Magellan), PopHealthCare/Emcara, Firefly Health, and Commonwealth Care Alliance, with direct P&L ownership and revenue optimization, risk adjustment, cost containment, and MLR management. Jeremy is particularly skilled at designing and operationalizing payment models and benefit structures, managing risk and performance in value-based arrangements, and translating complex financial and actuarial concepts into strategies that drive results across multi-stakeholder environments. He holds an MA in Economics and a BA from Brandeis University.
Justin has a strong background in medical economics, financial modeling, and analytics. He has held leadership roles in Medical Economics and Actuarial Services at multiple healthcare companies, including Bright Health Group, Firefly Health, and BDC Advisors. He has experience in fundraising, value-based contracting, captive insurance, pricing, reserving, and provider payment operations. Additionally, he has worked on projects in many lines of business including ACA, Medicare, Medicaid, large group, small group, self-funded and indemnity. A graduate in Mathematics from the University of Minnesota, Justin is an Associate of the Society of Actuaries (ASA) and a member of the American Academy of Actuaries (MAAA).
With over 35 years of experience, Keith has expertise in working with small start up companies like Savvy Sherpa where he has served as a key executive and Chief Actuary as well as working with large national payers such as United Healthcare where he was the Chief Actuary for Individual and Commercial lines of business. His expertise includes pricing, VBC contracting, provider risk management and mitigation, working with risk-taking providers in the Medicaid and Medicare/ACO Reach marketplace as well as the ACA marketplace.
With over 15 years of senior leadership experience, Kristin has a proven track record of designing products and executing market entry strategies for both payers and providers. With a strong background in insurance and government programs with a nationally recognized expertise in ACA, she has led performance-driven teams at startups like Bright Health, Firefly Health, and MNsure. Kristin has also provided management consulting at Optum and Guidehouse, and strategic planning, market entry and growth at UHC and a national provider organization. Kristin holds her B.A. from the University of Pennsylvania and her M.P.H. from Tulane University.
Lauren is an accomplished leader with over 15 years of experience in product, strategy and operations within the healthcare Industry. She has a proven track record of driving innovation and delivering impactful results in a rapidly evolving industry. A skilled leader and collaborator, Lauren has successfully driven the development and scaling of healthcare products, ensuring alignment with both business goals and user needs. From startups to established enterprises, Lauren has worked across diverse healthcare landscapes, bringing a strategic, results-oriented approach to every initiative. She’s held key roles at leading companies like Optum, Gravie, and Bright Health. Lauren holds her B.A. from the University of St Thomas, and her M.B.A from St Mary’s University.
Maddy is a dynamic startup advisor and operator, bringing hands-on experience in commercial growth, operations, and strategy. Most recently, Maddy was Chief of Staff and Senior Director of Strategic Growth at Opentrons Labworks, a leading life sciences robotics company. She started and scaled the post-sales organization to 40+ professionals, driving revenue and enhancing customer success for thousands of life scientists worldwide. Maddy has conducted scientific research at Columbia University Medical Center and Weill Cornell/New York Presbyterian Hospital. She is experienced in finance – as an investor and advisor to startups fundraising – and has worked with top-tier venture capital firms and private banks in investor relations. Maddy holds a BS in Human & Organizational Development and Finance from Vanderbilt University and MA in Biotechnology from Columbia University.

Molly McDermott

Molly is a collaborative problem-solver skilled at assessing needs, implementing systems, and managing people. Before coming to Voyageur Health Advisory, Molly taught in a Montessori Kindergarten for 10 years. She is passionate about early childhood education and ensuring every family has access to high-quality schools and childcare. Molly’s passion for quality and affordable care aligns with our commitment to healthcare. Molly received Bachelor’s degrees from St. Olaf College and St. Catherine University and completed her Master’s in Education through the Montessori Center of Minnesota and St. Catherine University.
Monica Engel runs a small business focused on advisory services, consulting, and professional coaching. With extensive experience as a former C-suite healthcare executive, Monica offers comprehensive knowledge of both commercial and government markets. As an officer of the organization, she led teams at Blue Cross and Blue Shield of Minnesota and Blue Plus, overseeing over $6.5 billion in revenue and managing strategic growth, ACA Market implementation, Cost to MA and technology transitions. Monica was recently inducted into the Minnesota Insurance Hall of Fame in Fall 2025.
She is renowned for mentoring future leaders, especially women, through organizations like Women’s Health Leadership TRUST, Ready.Set.Pivot., and the Women’s Business Leaders Fellows Program. Monica serves on multiple boards, including Northern Star Council Scouting, Mankato State University’s Advisory Board for Women in Leadership with AI Driven Engagement Program, and Trellis, the Minnesota Innovations for Aging Board. She continues to advise on healthcare start-ups, focusing on organizational growth and driving transformative changes within the industry.
Sarah has 28 years of experience providing board governance, strategic advisement, and C-level executive leadership across Managed Health Care (UHG/Optum/BCBS/Aon), Transportation (GE), Financial Services (Wells Fargo), Manufacturing (3M) and Airline industries (British Airways). She was a Strategic Advisor at Blue Cross Blue Shield and EVP of Health Strategy and Innovation at Alight Solutions (Aon Hewitt) overseeing strategic growth for their $2.3B health business portfolio. She spent 10 years at UnitedHealthGroup/Optum as VP of Product and Operations leading M&A, Product Management, and Business Transformation. Sarah is a graduate of the United Health Group Executive Development Program at Wharton School of Business. She has completed her Advanced Certificate in Strategy from IMD, Artificial Intelligence – Implications for Business Strategy certification from MIT and Disruptive Strategy certification from Harvard Business School.
