Visionaries see the future. Executors make it happen. Christopher Orr uniquely excels at both. As our Consultant, he operates at the intersection of healthcare policy, product strategy, and execution to help organizations translate complex systems into practical solutions.
Christopher’s journey into healthcare began as a child while watching episode after episode of ER. He saw the power of helping people when they’re most vulnerable and wanted to get involved. Dyslexia steered him towards a non-clinical path, one that plays to his strengths in pattern recognition, systems thinking, and navigating complex, ambiguous environments.
These skills have been central to Christopher’s career across nearly every aspect of the healthcare ecosystem. He began in advocacy at the Minnesota State Capitol. Then, he took on policy strategy and operational leadership at MNsure and the Minnesota Department of Human Services. He drove executive reporting and analytics initiatives at UnitedHealthcare. He scaled innovative models at high-growth startups, including Bright Health, where he built and led the product development and management team while helping scale ACA plans from 150,000 to over 1 million members across 16 states.
Christopher brought his healthcare expertise to Voyageur Health Advisory in early 2025. The firm’s model of pushing beyond the status quo motivated him. “We’ve all seen and been through so much,” he reflects. “What sets us apart is not only rethinking solutions, but actually doing the work to make it a reality.” Today, Christopher partners with healthcare leaders as both a strategic advisor and hands-on operator, helping organizations design products, structure strategic approaches, and build operational systems that support growth.
“Helping a client have that ‘aha’ moment where they see a path to real transformation is everything,” Christopher shares. “Our goal is to move beyond incremental change. We’re about building something sustainable that works better for both the organization and for the patient.”
Christopher loves spending time with his wife, Britta, and keeping up with their 15-year-old son and 10-year-old daughter. He also loves practicing yoga, traveling, and trying new restaurants whenever possible. Christopher has been a lifelong Minnesotan, except for a short stint in Chicago for college.
Christopher believes the biggest opportunity in healthcare revolves around cleaning up and structuring data. The problem isn’t a shortage of data, but that it’s not being used effectively. “It’s like investing in a new plumbing system in your house. Not the most exciting work, but necessary.”
