David Chou, Actuarial Consultant
Behind every great mission is a team working diligently (and often quietly) to achieve it. We won the jackpot with David Chou, Actuarial Consultant, who pours his analytical expertise and endless curiosity into every internal and external engagement we take on.
David dives headfirst into the weeds of complex challenges. He’s originally from Taiwan and developed an unconditional love for learning as a child. This love inspired him to immigrate to the United States as a teenager, laying the foundation for a career in data, analytics, and healthcare.
David earned his degree in mathematics and eventually found his way into actuarial science, applying quantitative thinking to real-world problems. His journey has since taken him through roles at Milliman, Bright Health, and UnitedHealthcare, where he specialized in health economics for IFP strategy and design, Medicare Advantage rate filings, and risk adjustment projections.
It didn’t take long for his reputation for technical precision, deep analytical thinking, and commitment to understanding the human side of healthcare to take root.
For David, healthcare is personal. While in college, he navigated Medicaid alongside his wife and their young son, experiencing firsthand the barriers many families face in accessing care. Although his family’s circumstances have changed, his previous experiences fueled his desire to improve the healthcare system for all.
Despite today’s challenging landscape, he stays optimistic that humans can and will achieve this goal together. He reflects, “We each play one piece of the healthcare puzzle. Our job is to keep working to make things better.”
Since working with Kristin A. Kelly and Justin Longua, ASA in previous roles, David happily rejoined them at Voyageur Health Advisory in the spring of 2025. In his current role, he bridges actuarial science, data analytics, and emerging technologies to convert raw data into actionable insights. His goal is to help clients make the best decisions possible to improve performance and patient outcomes.
David is also leading the firm’s AI integration, leveraging actuarial models and prompt engineering to accelerate and enhance data analysis. He shares, “Technology is the cornerstone for resolving the U.S. healthcare challenge, and I am committed to contributing to its transformative impact.” David thrives in collaborative environments, both with visionary leaders like Kristin and Justin, as well as with his diverse client base. Each partnership is an opportunity to learn, adapt, and push the boundaries of what’s possible in healthcare.
