What do you get when you combine a people-first leader, a growth mindset, and a drive to strengthen the healthcare system? That’s Jacqueline Edison (Jackie), our brilliant Consultant and go-to guru for all things strategy, policy, and innovation.

Jackie’s passion for healthcare innovation began after graduating from college. She worked as a staff member on the U.S. Senate Budget Committee, around the lead-up to the passage of the Affordable Care Act. “Seeing the real impact of healthcare funding and coverage decisions on people’s lives sparked my interest in and commitment to improving patient outcomes,” she recalls.

Jackie continued moving upstream into the systems and policies that shape care delivery. She earned a Master’s in Public Policy and led programs at the Minnesota Department of Health and the Minnesota Board on Aging. She went on to launch the Navigator Program at MNsure to help underinsured communities across the state enroll in coverage. 

Seeking greater leadership opportunities, Jackie transitioned to Blue Cross and Blue Shield of Minnesota as Director of Program Management for Risk Adjustment. There, she strengthened the enterprise’s approach to risk adjustment and end-to-end performance. She reflects, “I learned I love leading people, shaping strategy, and seeing that strategy cascade into real-world impact.”

Jackie became curious about applying her diverse experience and unique perspectives to deliver innovative healthcare solutions through consulting. This curiosity arose around Kristin’s launch of KK Advisory. The two had stayed connected after working together at MNsure, and Jackie joined KK Advisory in early 2025.

True to her name, Jackie puts the “Jack” in Jack of all trades. At Voyageur Health Advisory, she brings her energy, adaptability, and human-centered lens to advance internal policy and business development initiatives. She is known for asking thought-provoking questions and keeping a pulse on new opportunities and policy changes to help the team best serve our clients. She also leads client-facing engagements and especially enjoys partnering with organizations eager to try something new.

For Jackie, Voyageur Health Advisory’s flexible culture and ongoing learning opportunities, alongside a fun and smart team, feel like home. Originally from North Dakota, she lives in the Twin Cities with her family and balances work with travel, hockey-mom life, and being outdoors.

With healthcare at an inflection point, Jackie remains hopeful that the system will become more accessible for all. “Stabilizing coverage through sound policy is foundational to equitable access. Though industry leaders bring different perspectives, we share the same goal: improve the system along the entire care continuum.”
