Justin Longua, Managing Director and Actuary

We’re thrilled to feature Justin Longua, ASA, Managing Director & Actuary, in this month’s spotlight! He’s our numbers guru who combines his expertise in medical economics, financial modeling, and analytics with his contagious energy, curiosity, and tenacity to turn any challenge into an opportunity.
Justin’s pathway to Voyageur Health Advisory has been years in the making. He’s worn various hats throughout his career — pricing analyst, strategist, forecaster, fundraiser, and even CFO-like roles. He’s worked across various lines of business, including ACA, Medicare, Medicaid, large and small group, self-funded, and indemnity plans at healthcare organizations ranging from traditional insurance firms to innovative healthcare startups.
He spent his early days at traditional consulting firms, such as Milliman and BDC Advisors, establishing a solid foundation of technical skills across various product types and coding languages. But he quickly realized he wanted to do more than master the mechanics. He wanted to understand the “why” behind the numbers.
Justin transitioned to Bright Health, where he helped build the Med Econ department and analytics function from the ground up. There, he met Kristin, and over nearly five years, they bridged analytics and strategy to support the company’s growth through product strategy, go-to-market decisions, and business development. Justin carried this approach to Firefly Health, where he similarly built the Med Econ department to measure plan performance, ensuring the organization had a data-driven approach to both risk and opportunity.
After Firefly, Justin launched Insight Analytics, his own consulting firm, where he helped a half dozen healthcare organizations navigate the complex landscape through fundraising, medical economics analyses, and performance monitoring services. In early 2025, Justin joined Voyageur Health Advisory, creating something stronger by pairing his actuarial expertise with her vision. “Instead of clients needing both a strategy firm and an analytics firm,” he recalls, “they could get both in one. Together, we offer a more complete, curated, and cohesive solution for innovative organizations ready to grow.”
At Voyageur Health Advisory, Justin has established an actuarial and medical economics function that enables clients to identify medical cost savings opportunities and design solutions to capitalize on them. Alongside a collaborative and transparent team, he thrives in complex spaces where many feel overwhelmed, finding opportunity for real, lasting solutions. A recent client project that energized him was helping a regional health plan create a viable and sustainable business model to compete with a national competitor, giving patients more choice and access.
